If you want a quick number: an actively growing business in Romania allocates 10-15% of gross turnover to marketing. Start-ups can reach 20-25%. Stable, mature companies drop to 5-8%. It all depends on your stage and how competitive your market is.
The percentage rule: how much businesses allocate
There is no universal formula, but there are clear industry benchmarks. The U.S. Small Business Administration recommends 7-8% of revenue for companies with a turnover below 5M USD. Gartner (2025) reports that CMOs allocate an average of 9.1% of turnover, but the variation is enormous.
What matters more than a generic percentage is understanding where you are in the growth cycle.
These percentages include everything: media budget (the amounts paid to the platforms), agency fees or in-house staff salaries, tools & software, content production, photography/video.
Budget by business stage
Stage matters more than industry. Here is a rough guide:
Start-up / launch
You're building awareness from scratch. Every leu has to produce data, not necessarily immediate profit.
Accelerated growth
You've proven product-market fit. Now you scale the channels that work. The investment becomes more efficient.
Consolidation
You have loyal customers. Marketing focuses on retention, cross-selling and long-term brand building.
Mature market
A stable position. Marketing defends market share and supports existing relationships with the customer base.
If your industry is hyper-competitive (real estate agencies, cosmetic dentistry, financial services), add 3-5% on top of the average for your stage. Otherwise, you simply won't generate enough volume to be visible.
How to split your budget across channels
Once you have the total, the split comes next. There is no perfect formula: the right split depends on where your current customers come from. But if you're just starting out or want to reset your allocation, here is a starting model:
The 70-20-10 rule
A useful rule from strategic marketing: 70% of the budget on what you know works, 20% on what you think could work, 10% on new experiments. Avoid putting everything into a single channel: if the algorithm changes or the platform gets more expensive, your business shouldn't grind to a halt.
Real costs in Romania, 2026
The figures below are indicative, based on local market data. They vary significantly by industry, competition and account quality:
| Channel / Service | Minimum monthly cost | Recommended cost | What's included |
|---|---|---|---|
| Google Search Ads | 800-1,200 lei media spend | 2,000-5,000 lei | Average CPC 0.8-2.5 lei, variable |
| Meta Ads (FB + IG) | 600-1,000 lei media spend | 1,500-4,000 lei | CPM of 18-35 lei, CPL of 30-150 lei |
| LinkedIn Ads | 1,500 lei media spend (min.) | 3,000-8,000 lei | CPC 8-20 lei, B2B-focused |
| SEO management | 800-1,200 lei/month | 1,500-3,500 lei | Results in 4-8 months |
| Marketing agency (full service) | 1,500-2,500 lei/month | 3,000-7,000 lei | Strategy + execution + reporting |
| Email marketing tool | 100-300 lei/month | 300-800 lei | Mailchimp, Brevo, ActiveCampaign |
| Video content production | 500-1,000 lei/video | 1,500-4,000 lei | 30s reel, product or in-studio |
The essential calculation formulas
Before you set the budget, calculate these 3 values. They tell you how much you can spend per new customer and whether the investment is justified.
Your CAC should be no more than 1/3 of LTV. If a customer is worth 3,000 lei on average over 12 months, you can spend at most 1,000 lei to acquire them. If you don't know your LTV, you can't size any marketing budget correctly.
5 costly mistakes
1. A budget too small for the channel
Google Ads on 300 lei/month doesn't produce enough data to optimise. Either allocate enough for the algorithm to learn (at least 1,000 lei/month for Search in competitive niches), or don't start at all: you're better off investing in SEO or content.
2. Cutting abruptly in hard times
Brands that keep spending through a recession gain market share. The effects of cutting show up with a 3-6 month lag: by the time campaigns restart, you've lost awareness, SEO rankings and customer habits.
3. No clear split between media budget and agency fee
Many business owners confuse the total paid to the agency with the media budget. If you pay 2,000 lei/month and 1,200 lei of that is the management fee, only 800 lei actually reaches the platforms: not enough for most campaigns.
4. Ignoring hidden costs
Landing pages, banner design, video production, product photography, automation tools: they all cost money. A realistic budget covers these resources too, not just media.
5. No ROAS or CPL target before launch
If you don't know what a ‘successful’ campaign means in concrete numbers, you can't judge whether the budget is being well spent. Set these in advance: minimum acceptable ROAS, maximum CPL, minimum lead volume per month.
Next steps: how to apply this today
- Calculate your average monthly turnover and apply the percentage that matches your stage (5-25%)
- Separate the media budget (money spent in the platforms) from the management fee (agency or in-house team)
- Calculate the LTV of an average customer: if you don't know it, ask your sales team
- Set your maximum acceptable CAC (LTV ÷ 3 = max CAC)
- Pick 2-3 channels to start with, not 6: doing 3 channels well beats doing 6 badly
- Set clear KPIs before you start: ROAS, CPL, number of leads/month
- Review the allocation every quarter based on real GA4 data
